TOR restricted days "Black Out"

We should have a way to black out certain days so that no employee can request time off for that day.

Hopefully there are plans to work this in to the system soon. I receive requests from clients about blacking out dates on a regular basis.

This says Future Consideration, but it's 3 years old. Are there any plans to build this in the system?
