Not all people have bank accounts so when a company mandates direct direct deposit, the ones with no bank are given a debit card. If the company uses the onboarding feature, it allows the new employee to enroll for direct deposit but with no bank account, they can't complete this and the onboarding system might also prevent them from going to the next page since they didn't complete the direct deposit info. There should be an option for the employee to check a box so they'll be presented with the debit card request form fields.
