Option for Mandatory Comments for Edits

Would like to have an option added to the client to make it mandatory to enter in a comment when editing a time card before saving. This is due to manager being able to make edits. Then a regional manager having to approve them and approve the payroll. Comments not being left. DOL now having issues with no comment edits.
