IN ALL REPORTS, allow for 0 time data reporting

In all reports, in the Report Options area, have a checkbox option to INCLUDE all 0 time data employees in the report.
currently if an ee does not have time, they are not included in the report.
also have an option to report on ONLY ee's who have 0 time data

    Some users want to know who DOES NOT have time on the time card, and there is no way to get this data
