Once the employee has filled out their portion of the onboarding process and it comes back to the admin or hire manager could a question be on the Complete the New Hire Process screen 'is this employee a rehire?' yes or no. If yes, then provide a drop down menu of all termed employees from that company to choose from so their original employee id is assigned to them again and all the new hire documents are combined in their New Hire folder each time they are hired/rehired.
If it is an issue to import rehires into your partner's varies payroll software's could you prevent all employees with the check 'rehire' box from importing and have a pop up notice display when that box is checked that the client will need to manually rehire their employee in the payroll software?
