Make it an option to not allow Master client employee to approve their own time off request.

I have a client who would like to see the employees hire date on the timecard. This will enable them to let the employee know they are getting close to their anniversary and to use the time off they have left.

We could use 0.25, 0.5, and 0.75 as options in the TOR hours drop down box. We have several clients that allow less than 1 hour to be requested.
